Salah Bidik Pengurus UKM Panahan

Pada Jumat  28 Januari lalu, Prof. Dr. Thamrin S, S.H., M.Hum dilantik sebagai Ketua pengurus Unit Kegiatan Mahasiswa (UKM) Panahan di Universitas Islam Riau (UIR). Berdasarkan kanal Instagram @uir_unggul, acara ini dihadiri pula Rektor UIR, Prof. Dr. H. Syafrinaldi S.H., M.C.L.

Dilantiknya Thamrin sebagai ketua UKM Panahan UIR dinilai cacat aturan. Sebab, kontradiktif dengan Peraturan Rektor Nomor 10/PR/UIR/2019 tentang Organisasi Kemahasiswaan atau yang lebih dikenal dengan sebutan Ormawa. Dalam pasal 26 ayat 1 huruf a tertuang aturan yang menjelaskan persyaratan pengurus inti UKM.

“Masih berstatus sebagai mahasiswa aktif dengan menunjukkan KTM ( Kartu Tanda Mahasiswa) dan KHS terakhir,” tulis pasal tersebut dalam Buku Pedoman Organisasi Kemahasiswaan UIR Tahun 2019.

Hingga berita ini diterbitkan, salinan Surat Keputusan (SK) Rektor yang AKLaMASI dapatkan masih berlaku sampai sekarang. Dalam SK ini, UKM Panahan dikendalikan penuh oleh dosen dan karyawan UIR.

Tertanggal 17 November 2021 SK UKM Panahan UIR disahkan Syafrinaldi. 13 dari 24 nama yang terdaftar di dalam SK tersebut merupakan dosen Fakultas Keguruan dan Ilmu Pendidikan (FKIP) menjadi pengurus UKM Panahan.

Dr. Sasmarianto, S.Pd., M.Pd, dosen FKIP yang menjadi sekretaris sekaligus pelatih UKM Panahan UIR mengatakan “Saya menginisiasi untuk menawarkan prof (Thamrin) jadi ketua,” serta usulan ini, kata Sasmarianto, mendapat dukungan dari beberapa dosen lainnya ketika merumuskan pembentukan UKM Panahan.

Dosen yang akrab disapa Sas ini berpendapat, rektorat punya kajian tertentu mengenai permasalahan ini, dan mengaku telah melakukan audiensi dengan Wakil Rektor III, Dr. Admiral, S.H., M.H dalam proses persiapan pembentukan UKM Panahan di UIR.

Lebih lagi, dalam persiapan proposal tersebut, Admiral telah mengetahui bahwa struktur UKM Panahan akan diketuai oleh sang guru besar Fakultas Hukum.

“Usulan SK UKM Panahan yang diterima rektor saat itu tidak hanya beranggotakan mahasiswa,” jawab Admiral melalui pesan WhatsApp pada Selasa 25 Februari.

Admiral yang merupakan mantan Dekan Fakultas Hukum ini, AKLaMASI minta untuk melakukan wawancara langsung, tapi tak menyanggupi karena alasan kesibukan. Lebih lanjut kata Admiral, saat pembentukan UKM Panahan belum banyak mahasiswa yang terlibat, apalagi mahasiswa yang memang atlet panahan itu sendiri tak banyak jumlahnya.

Namun dalam SK Rektor yang bernomorkan 1175/UIR/KTPS/2021 ini terdapat 14 orang mahasiswa FKIP yang dijadikan sebagai anggota UKM Panahan.

Belum lagi menyoal tentang anggaran yang digelontorkan untuk UKM Panahan. Admiral menyebutkan pembiayaan kegiatan mahasiswa dan dosen UIR berdasarkan pos anggarannya masing-masing. Walaupun, transparansi pos anggaran kegiatan Kemahasiswaan di UIR tidak memiliki keterbukaan.

Polemik yang menyangkut namanya ini akhirnya ditanggapi Thamrin. Sebelumnya AKLaMASI telah mencoba menghubungi Kepala Biro Aset dan Rumah Tangga UIR ini, pesan WhatsApp tak kunjung berbalas.

Pada Selasa, 01 Maret usai menanggapi aksi mahasiswa terkait peniadaan sementara PTM (Perkuliahan Tatap Muka) di Gedung PKM (Pusat Kegiatan Mahasiswa), Thamrin mengungkapkan dirinya menerima saja ketika diusulkan sebagai ketua UKM Panahan.

Tapi ketika menanggapi jabatan yang ia emban, Thamrin berujar, “Walaupun saya orang hukum, gak perlu saya melihat aturan.”

Begitu pula tanggapan Thamrin terkait anggaran  yang diterima UKM Panahan, ia mengatakan tidak mengetahuinya. Bukan hanya itu, UKM Panahan yang sudah beroperasi hampir tiga bulan ini, Anggaran Dasar dan Anggaran Rumah Tangga (AD/ART) juga belum ada.

Kekeliruan strukrur keorganiasasian UKM Panahan kini baru disadari. Kata Thamrin, SK yang menetapkan kepengurusan tengah dalam proses perbaikan. Padahal telah berjalan efektif tiga bulan UKM bidang olahraga ini.

Begitu pula Sasmarianto yang menjelaskan bahwa telah memasukkan surat revisi SK kepada rektorat sejak 8 Februari lalu. Namun, hingga saat ini belum ada jawaban dari pihak rektorat UIR.

AKLaMASI juga sudah mengirimkan surat permintaan SK UKM Panahan kepada Biro Administrasi Umum dan Personalia (BAUP) baik yang telah direvisi maupun yang masih berlaku saat ini. Sejak Kamis, 24 Februari sampai saat ini belum menerimanya. BAUP beralasan bahwa mereka belum menerima teken dari Rektor UIR terkait SK tersebut.
